नेपालमा सरकारी बिद्यालयहरुको भौतिक संरचनाहरुको बिकाश तथा शैक्ष्यिक गुणस्थर ब्रिदीको लागि बिभिन प्रयासहरु हुदै आय तापनि अपेक्छा रुपमा समुदाहिक बिद्यालयहरु उपलब्दी नसकेको र निजि बिद्यालयहरु बिचको अन्तर बढेको अवस्थामा सरकारले सरकारी बिद्यालय क्षेत्र बिकाश कार्यक्रमअन्तर्गत सन् २०२३ सम्ममा देशभर १००० ओटा बिद्यालयलाइ नमुना बिद्यालय रुपमा बिकाश गरेको छ। र परोपकार आदर्श बिद्यालय पनि तेसमा छनोट भयको छ।
बिद्यालयको बृहत भौतिक संरचना निर्माण तथा शैक्ष्यिक क गुणस्थर सुधारको कार्यक्रम छोटो अबदी मा गर्न नसकिने भयको ले दिर्गकालिन रुपमा योजनबध ढंगले प्राथमिकता निधारण गरि अगि बढ्नु जरुरि देखिन्छ । तेही सन्दर्भ मा सरोकारवालाहरु संग व्यापक छलफल क्षईक्षिक क्षेत्र को अनुभवी तथा समाजको बुदिजीबी व्यक्ति व्यक्तिहरुको सलाहा सूजाब तथा प्रबिदिकहरुको सहायता लीई यो गुरुयोजना निर्माण गरियको हो ।
